Have 5 bars fulls strength on neighboring signal that reaches us at home.
Network connections shows it's connected.

Why can't I open Windows Explorer?

really appreciate your thoughts how I can access web!

Make sure that there is no firewall bocking the traffic.
Did you check the ip address and subnet mask of your computer and the router.
when it is show connected,is it a full connection or a limited connectivity.
if it is a limited connectivity try using the windows default software to make the connection.
Please make sure you have neighbours permission to use their internet access.
