I have never explored Wi-Fi technology nor do I have a pressing need
for it, but my brother-in-law was wondering if it would be possible for him
to use a laptop during his car trips to access the Internet. From what
little I have read here it would seem there is a fixed base requirement
(coffee house, home, office) rather than a moving vehicle. Am I wrong?
Would it be possible for him to use a laptop as he wants?

I am no expert about this at all, but have a centrino laptop and use wi-fi
quite a bit. To answer, no you cannot use wi-fi going down the road. The
access points are limited to a certain area depending on what type it is.
It can be as little as maybe 75' radius for a typical home network (like
the one I have), to larger ones in a hotel, etc that can serve the entire
building. Some places it is free to access, some you have to pay. You can
do it by the minute/hour/day/month/ or year. FYI - Most home broadband
(DSL/Cable) providers now give you a wireless router as part of the
package. Once you have a wireless setup w/ laptop in your home, you will
wonder what you did before.
If you want to have access in a larger area, there are providers (like
verizon) that do it over cell towers. You need an air card and I think
Verizon charges like $70/month. I have never tried that type of service,
so I don't know how reliable it is. Here's a link.
