Hello,
I have a laptop with wireless technologie, and i go to the internet thanks to a non-secure private network. But it's not my network, it's my neighbour's... and he doesn't know that i use his network. Is is legal or illegal? What are the risks?

Hi,
yes it is illegal.
even though the signal is in your range,you need to have his permission for usage.
The biggest risk may be your and your neighbour's data security.
when you said it is non-secure private network the even a third person can also acesses the network where he can hack the data.

I know you posted this a while ago but I thought this might interest you.

Under the Computer Misuse Act it makes it an offence for anyone to access a network without authorisation, someone was recently fined £500.00 for doing so.
