hi when am in a using an access point out sideeg in a public area , how
can i be sure that what I send over the WIFI is secure. At the university I
use a VPN account, but outside the university is the firewall in my
computer sufficient?

Have a look on these articles.. You will know what to do in order to
protect your valuable data when you use public hotspot. Only enable
firewall is not enough...

When u r using outside the university u should use
secured wireless network and also on your firewalls.
